The Construction (Design and Management) Regulations 2007 (CDM) changed the way in which construction projects are managed to achieve greater site safety. This change resulted in giving the client more responsibility for the way in which a construction project is managed, especially when it becomes Notifiable to the Health and Safety Executive (HSE).
The conditions in which a construction project becomes Notifiable are when it is scheduled to last:
- For more than 30 days or
- Exceed more than 500 person days
Once the full extent of the construction project is known then the client has specific duties in respect of safety to meet. One of these duties is to appoint a Construction, Design & Management Co-ordinator (CDMC).
It is the function of the CDMC to:
- Act as the key advisor to the client to ensure that the right information is presented to the right people, at the right time including guidance and advice on the compilation of the Pre-Construction Information
- Advising on the completion of any required site surveys (e.g. asbestos surveys)
- To be the catalyst in ensuring that effective communication and co-ordination of activity is achieved
- To advice on the suitability of the Construction Phase Plan and the suitability of the proposed safety arrangements
- To compile the final Safety File for presentation to the client at the end of the project
